The Alpha-side mirror of bootstrap/haskell/.../Alpha/Target/AArch64.hs: the
same A64 subset, encoded to the same bytes. Every instruction is one
little-endian 32-bit word; fields never overlap, so a word is the sum of
its opcode base and its shifted fields, and the sum is serialised through
the checked Model.Word32 owner. Registers are X0-X30 by construction:
there is no constructor for code 31, so SP/XZR cannot be named. Every
range-limited operand is checked and a violation is a result, never a
truncated field.
