Encoding is BYTE-ORIENTED, like Compiler.MachineX86Native, and for the same
reason: in the runtime machine a Nat literal costs steps linear in its
value, so an opcode base near 3.6 billion is unrunnable even though the
checker normalises it instantly. Every word is built as its four
little-endian bytes from the base's bytes plus each field's contribution,
and every intermediate stays below 256 except the operands themselves,
which the smart constructors already bound. Powers of two are computed by
doubling rather than written as literals for the same reason.
