Fixed-membership POSIX realization. Prepared files are immutable durable
NativeEnvelope publications on the admitted store. The manifest binds their
actual payload digests, not rank/path names. This bounded publisher stages
each shard privately; it is not the hierarchical fleet checkpoint owner.
A store lease keeps referenced files immutable and retained through restore.
