A native source program with declared observation effects, lowered before
NativePhysicalProgram serialization/target emission. Capture nodes are safe
boundaries explicitly placed by the owning run policy, not discovered from
payload words or injected into arbitrary instructions. Their continuation
cannot run between pending capture, drain and retry of frozen source values.
