A compiled drain plan, not a proof token. Construct it with
(compile-time (telemetryRecordPlan declaration)); the Alpha kernel
validates the complete closed declaration once and materializes bounded
first-order plan data. Rejected plans cannot lower into executable code.
As with AosLineValid, clients must use its owning validator rather than
manufacture a Ready value. Reader admission independently validates output.
