Pending multi-byte context for the byte-at-a-time decoder (see `decodeUTF8`). `Ready` is a codepoint boundary; the others hold the lead byte and the continuation bytes collected so far while more are awaited. `ThreeA`/`FourA` also carry the lead's byte offset, the only states whose error (overlong / surrogate / out-of-range) is reported AT the lead rather than at the byte being read.
