PRD 17 HW-004 / REG-019: whether a profile ADMITS a requested variant. A rejection names the capability that is missing (the device, the precision or the operation) with its diagnostic code; `alpha check` and `alpha build` refuse a root whose `admission` is rejected before anything is emitted.
