DIVISION (L11r, NUM-004). Division is the one arithmetic family with an
error EVERY API must report: x / 0 is an error in checked AND wrapping APIs.
The signed checked API additionally refuses signedMinimum / -1 (the quotient
2^(width-1) is not representable); the signed WRAPPING API answers it with
(signedMinimum, 0), the two's-complement wrap. Quotients truncate toward
zero and the remainder carries the DIVIDEND's sign (the C / Rust / x86-64
`idiv` convention), so dividend = quotient * divisor + remainder always.
