The load: after the first two submissions the first chunk is staged, then
every two submissions scatter the staged chunk and the next is staged
(one repeat iteration per remaining full chunk), then two submissions and
the tail, then one submission scatters it. The forward submission
follows the run's first context; its predictions and the forward part of
the result record are written before the request's operation decides
whether training continues.
